Political scientists say the movement has the potential to reshape local politics, though its national impact remains uncertain. "Data centers don't bring the same visceral fear as a toxic waste site, but they do bring tangible quality-of-life issues. None have passed yet, but the debate has shifted noticeably.

The Federal Energy Regulatory Commission held a hearing last month on the grid impacts of data centers but has not proposed new rules. Meanwhile, the issue is emerging as a wedge in some congressional races, particularly in districts where a large facility is planned.

For residents like Chen, the fight is not about stopping progress but about rethinking priorities. "We need the cloud, but we also need clean water, quiet neighborhoods, and homes for our children," he said. "The question is whether our political system can handle that kind of nuance."

That message is already being heard, and it has become a new fact of life for the companies building the digital future.
